The Project
Introducing quality assurance framework in work based learning (WBL) has become a priority for Member States over the last years.
The European Quality Assurance Reference Framework for vocational education and training (EQAVET) provides a European-wide system to support Member States and stakeholders to document, develop, monitor, evaluate and improve the effectiveness of quality management practices and learning outcomes.
The L.O.W.E. project aims to act on evaluation and review of learning outcomes in WBL. The innovative nature of the project is a top-down approach to criteria, descriptors and indicators of EQAVET with a bottom-up provider need approach. The result will be guidelines and a toolkit, which will be effective and possible to implement, and will have real practical impact on quality of WBL learning outcomes!
Objectives
General objective of L.O.W.E. project is to increase QA system in phases of evaluation and review of quality assurance (QA) cycle by facing specifically dimensions related to validation and recognition processes of of learning outcomes (LOs) in work based learning.
Specific objectives are to:- improve monitoring system of learning outcomes in work based learning according quality assurance logic
- increase quality of evaluation process of learning outcomes in work based learning (transparency, reliability and validity)
- increase quality for validation and recognition of learning outcomes in work based learning
- support developing in educators of a culture of quality assurance improvement in recognition and validation of learning outcomes in work based learning
- create stronger partnerships among vocational education and training (VET) providers and companies.
Intellectual Outputs

O1 – Guidelines to improve quality assurance (QA) and work based learning (WBL) system related to validation and recognition processes of learning outcomes in WBL

O2 – Quality Assurance (QA) and work based learning (WBL) Toolkit
- promote the ability to identify learning outcomes in WBL based on explicit and co-defined criteria
- facilitate the implementation of processes for collecting and analyzing learning outcomes data in WBL, in line with the QA and WBL Model
- develop the ability to use validation and recognition tools for learning outcomes in WBL compliant with the QA of the QA and WBL Model
- support recipients to allow the continuous development and review of the Model's tools to the specific context and according to learners’/students’ needs.

WBL Toolkit
Evaluation of Work Based Learning outcomes in EQAVET framework.
This Toolkit was developed based on a Model for the creation of a work-based learning (WBL) Path based on the phases of the European Quality Assurance Framework (EQAVET+) quality cycle.
The four (4) phases of the EQAVET quality cycle are:
- Planning
- Implementation (including evaluation and certification of student learning outcomes)
- Evaluation of the processes (from the cooperation with the host subjects to the evaluation of the learnings of the students)
- Review
